This is a perfect example of the littering that goes on throughout Phila. In an effort to stop this, the Philadelphia Water Dept. has initiated a campaign to get the message out that throwing garbage in the Sewer is not acceptable. The new campaign includes stickers at sewer grates saying "No Dumping-Drains to River."
